As sporting dog enthusiasts, dog trainers, hobby breeders, or simply pet owners, we are facing an onslaught of local and national movements to restrict our private property rights pertaining to our dogs, and even our homes, in addition to our constitutional rights. [One example among many is SB0139 heavily pushed by PETA and which deemed tail docking and ear cropping as animal torture and sought to make both a class 3 Felony unless performed by a licensed veterinarian for medical purposes only!] Currently several City of Chicago Aldermen....

have proposed a mandatory Spay/Neuter ordinance for citizens residing in the City of Chicago!
The ordinance seeks to force everyone residing in the city of Chicago with a dog over 6 months of age to have the animal sterilized, unless they qualify for an exemption. (i.e. Veterinarian Certified Medical exception, Owner of a Guard Dog Business, Licensed Breeder (with numerous fees and restrictions) etc.
So, if you like unregistered Dutch Malinois, or Cockapoos, or Labradoodles, or just plain mutts, you’re out of luck! In a free country and free society, everyone should be allowed to purchase, own, and sell the type of animal they choose!
Also, once they get their hooks in, the breeder fees, will go the way of parking meter fees, parking tickets, and other licensing fees, SKY HIGH! And just as other municipalities adopted red-light cameras after seeing how much money other areas had ‘raised’ other cities, counties, and states will adopt similar legislation!
[What the aldermen aren’t telling us is that there may also be a special city tax attached to the MSN legislation (like the special tax on bottled water and other products) and to each spay neuter operation! Say, for example, if there were 5 million un-sterilized dogs in the City of Chicago, (X) times a $15.00 special tax per spay neuter operation, = $75,000,000.00!! I’m not sure how many unaltered dogs are in the city, but you get the picture!]

The three aldermen previously mentioned are continuing to lobby their constituents in order to get the needed 26 votes to pass the ordinance. Please phone, fax, and e-mail them with your opposition to this attack on pet/sport dog ownership and private property rights!
Although Dr. Shelly Rubin of the Illinois State Veterinary Medical Association and Dr. Shannon Greeley, president of the Chicago Veterinary Medical Association, have stated that they and their groups are against the ordinance and believe that spay/neuter should be the owner’s choice, the Aldermen continue to push for the ordinance and have brought in Bob Barker and an out of state Vet from California, where a similar ordinance was passed, to speak in favor of passing the ordinance in Chicago!
The rationale for passing the ordinance is skewed at best. For instance, Alderman Burke claims that he proposed the ordinance because of the almost fatal attack of Gabriela Munoz by five ‘pit bulls’.

As horrible as the attack on Munoz was, MSN won’t stop such attacks. What would stop random dog attacks is enforcing the current law, House Bill 4238, sponsored by State Sen. Don Harmon (D-Oak Park) and State Rep. Mike Boland (D-East Moline), which increases the criminal penalty to a Class 3 felony punishable by up to five years in prison if the owner of a vicious dog fails to keep their dog in an enclosure or fails to spay or neuter the animal and it gets loose and kills or seriously injures someone.
Also, the law makes it a Class 2 felony, if a dog owner knowingly allowed the dog to run loose or failed to take steps to keep the animal in an enclosure, the offense is a Class 2 felony, carrying a potential prison term of three to seven years!

Faced with lengthy felony prison terms, dog owners would insure that their dogs are not allowed to run loose and would ensure that the dogs were unable to escape their property or they would simply not own the dogs.
Yet, the existing laws are not enforced when dogs attack and harm people. For instance, the owner of the five ‘pit bulls’ was merely issued 25 tickets(five per dog) and the dogs were euthanized!
I live in a home, not an apartment, and it is a gross violation of my personal and private property rights for the City of Chicago and it’s aldermen to mandate sterilization of my pets, restrict my choice of Kennel club, i.e. AKC, or person from whom I can purchase a dog from, among a host of other irresponsible and invasive abuses!
It’s also presumptuous of them to believe that they can callously attack our private property rights, subject our dogs to future health problems, and continue to expect us to support them in the form of sales tax generated on the purchase of dog and pet related products!
Additionally, there are well organized movements orchestrated by animal rights extremists, who have the elimination of pet ownership as one of their major goals! They are gaining ground daily, as they are well organized and form a united front, unlike most of our dog/pet groups.
In the state Senate, SB 139 and SB 53 did not get enough support to pass in committee. SB 139 would have made tail docking and ear cropping into felony animal cruelty offenses, and SB 53 would have imposed oppressive and illogical restrictions on people who raise dogs.

The animal rights extremists have already won a major psychological battle, by duping pet owners and the general population into believing that spaying and neutering our animals is benign. The fact of the matter is that Spaying and neutering dogs is anything but benign and we now have over 30 years of hard data to prove it.
As dog owners we have a responsibility to protect the health and welfare of our pets, and that includes protecting their healthy reproductive organs which regulate vital bodily functions and prevent disease, and help our pets to live healthy lives.

Even though the legislators have been made aware of the harmful effects of spaying and neutering and understand that it would subject our pets to ill health, and force owners to spend thousands of dollars in surgery’s and therapies, they insist on getting this law passed.
They continue to hold last minute, rushed and hushed votes on the ordinance so that they can pass it without us even knowing that they have voted on it!
The City of Chicago already takes in many millions of dollars in sales tax revenue generated from the sale of the pet food and products that Chicagoans purchase. If we ban together, regardless of breed club affiliation, Kennel Club affiliation, breed preference, etc, and initiate a boycott of the major Chicago area pet chains, already reeling from the current depression, would force them to pressure the Chicago Aldermen to rescind the MSN ordinance.

Further, a planned boycott of the annual pet expos and dog shows at the McCormick place would also force these greedy and ill-advised lawmakers to rescind the MSN legislation!
The AKC, and other small groups have lobbyists that they have hired to represent their interests, but these groups do not represent everyone nor all of us, and the permissive language added to the ordinances protect only a small percentage of dog/pet owners! Over the weekend, I will be posting a link to a boycott page that will be fast, cost effective, and I believe extremely affective, as it will allow all pet owners to participate, regardless of Kennel club affiliation! We will be educating and asking all of our friends, family members, and neighbors to help us all to preserve our rights, to pass the word among their peers, and to participate in the boycotts!
